Ground Handling is defined in Annex 6 - Operations of Aircraft as service necessary for an aircraft's arrival at, and departure from an airport, other than air traffic services. A list of these services is provided in Appendix B of this manual. Annex 14 - Aerodromes, Vol 1 Aerodromes Design and Operations does not specifically refer to ground handling but contains provisions on apron management service, ground servicing of aircraft, aerodrome vehicle operations and surface movement guidance and control system, including safety requirement relating to ground handling. Aerodromes operators have responsibilities relating to the safety of operations the aerodromes including those take place in the terminal area and on aircraft stands. these responsibilities also cover the provision of facilities and the protection of personnel an passenger. Organization that provide ground handling may be subject to licensing or other authorization criteria set by the aerodrome operator
